For some consolation, perhaps, we can turn to Frank Ninkovich’s claim that the consignment of American cultural programs “to the diplomatic basement, so to speak, gave them access to the foundations of US foreign policy” (Ninkovich 1981: 3).

Such brief summaries do not do justice to tightly woven analyses on the national level, or any other for that matter. They do call attention to a paradox in many of these works, however. Borstalmann, Hoganson, and Rotter, for example, have written studies that closely and carefully intertwine issues of race and ethnicity, gender, class, economic interests, and political power. Yet their titles and arguments isolate the single theme of race or gender or class. This focus allows the writers to highlight a significant aspect of culture, muster their evidence, and make their case, but denies the quite complex context they provide.

Although the purpose of their studies is to illuminate private cultural interaction, Davidann, Delpar, and Merrill recognize and consider briefly its connection to government policy. Merrill points out that the Puerto Ricans had constructed a stage set for their visitors featuring a charming past and an enterprising future, while they heatedly debated without resolution their status as independent, a state, or commonwealth.
