This meeting, cosponsored by IMO and UNEP, gave an overview of the status of national contingency planning in their respective countries. Delegates from Angola, Benin, Cameroon, Congo, Equatorial Guinea, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Liberia, Nigeria, Senegal, Sierra Leone, Togo and Zaire attended. The first seminar in the joint FAO/IOC/WHO/ IAEA/UNEP-WACAF 2 project on monitoring of pollution in the marine environment, was held in Dakar from 28 October to 1 November 1985. The seminar agreed to invite more institutions to participate in the project and thus improve the geographical coverage.

In July, a five-man UNEP mission visited Egypt to deal with Alexandria's problem of waste disposal. Another group was sent, in conjunction with IMO, to Tripoli, to discuss preparations for a Libyan contingency plan for accidental oil spills; technical consultations were held in September 1986 with a view to preparing recommendations on the scope of the proposed protocol on pollution resulting from exploration and exploitation of the continental shelf and the seabed and its subsoil. Reviews of legal and technical aspects are expected in 1987 so that the Fifth Meeting of Contracting Parties can decide to convene a diplomatic conference to consider and adopt the Protocol.

It was agreed that the guide should contain information provided by governments, intergovernmental and nongovernmental organisations, including industry, on the type of assistance which might be made available in the case of a major marine pollution incident, and how requests for such assistance should be made. The guide should also contain information on national focal points and arrangements for receipt of assistance by potential requesting states, so that provision of assistance would be facilitated in an emergency.
