He worked for Brent Scowcroft on the NSC staff during Gerald Ford’s presidency. In 1987 he served as an unpaid counsel to the Tower Commission, which President Reagan set up to investigate the origins of the Iran-contra affair. He eventually became one of the two principal authors of the commission’s highly praised final report. While serving as assistant secretary of defense during the first Bush administration, he was responsible for defense policy concerning NATO and nuclear weapons. He then returned to his law practice and also signed on as a principal in Scowcroft’s international consulting firm.

He was viewed by many of his colleagues as a negotiator and mediator more than as a strategist. Unlike most of the Vulcans, he wrote little and was never seen arguing policy positions on the television talk show circuit. Richard Perle, by contrast, was widely known in Washington and in many European capitals. He first came to Washington because of his connections to Albert Wohlstetter. Unlike Wolfowitz, Perle first got to know the strategist around the Wohlstetter family pool rather than in a classroom.

A former professor persuaded him to take a post at the Reagan Treasury Department, where he became a top aide to the secretary, James Baker. When Baker moved from Treasury to the State Department in 1989, Zoellick went with him. 14 Zoellick later served as undersecretary for economic and agricultural affairs. Among his many accomplishments at State was helping to negotiate the reunification of Germany.
